COASTAL ZONE CANADA ASSOCIATION
NEWSLETTER #10, JUNE 2004
This newsletter, which is issued quarterly, is presented in both
English (first half of newsletter) and French (second half of newsletter).
It is distributed by e-mail to members of the Coastal Zone Canada
Association, providing news about the Association, its activities
and its members, as well as information of potential interest to
members. Please feel free to circulate it among your own networks.

PRESIDENT’S MESSAGE
This is the last CZCA Newsletter before we gather together in
St. John’s for CZC 2004 at the end of June. I look forward
to seeing as many Association members as possible to celebrate ten
years of Coastal Zone conferences in Canada. Grant Gardner and his
team have done a wonderful job in putting together an exciting conference
agenda. In true CZC tradition, the conference begins with a two
day Youth Forum that will bring together bright young minds from
around the world to discuss, experience and act upon coastal zone
issues. The theme of “All Within One Ocean” is a true
rallying cry for all of us who are active in and concerned for ocean
and coastal management. We now know that our meeting will coincide
with a federal election, but don’t let that stop you from
attending. Just vote in the advance poll and don’t let it
change your plans to be in St. John’s. This is not a conference
to be missed.
As the conference marks ten years since the first CZC conference
in Halifax in 1994, we have a Plenary Panel session on the Sunday
morning reflecting on the contribution of the five previous CZC
conferences to ocean and coastal management in Canada. This will
be accompanied by a paper on the history of the Association to date.
Our Annual General Meeting will be held on Monday, June 28 from
5.30 to 6.30 pm, at which we will elect the Officers and Directors
of the Association. All members are invited to attend the AGM, including
those new members who register at the CZC2004, and I urge you to
consider standing for a position on the Board.
A central point of discussion at the AGM and at the conference
will be the future direction of the Association. While we will continue
to facilitate the continuation of the biennial CZC conferences,
we also see a role for the Association in Canada’s Ocean Strategy
and in particular the Ocean Action Plan. The Association has just
held its last Board of Directors meeting before the conference,
and the Board has endorsed a plan to promote the Association as
a significant contributor to the development and implementation
of the Ocean Action Plan. As President, I will be submitting a proposal
to the Department of Fisheries and Oceans to outline how the Association
can contribute to the Oceans Action Plan, and how the federal government
can support the work of the Association. This would be a mutually
beneficial relationship, and one that could give greater purpose
to the goals and objectives of the Association. I will report to
the AGM on the progress of this initiative.
Let’s make CZC 2004 a real celebration of the first decade
of the CZCA, and a launching pad for the next ten years. See you
in St. John’s!

COASTAL ZONE CANADA (CZC) 2004 CONFERENCE
Coastal Zone Canada 2004, the Association’s sixth international
conference of its biennial series, is now less than one month away.
The event is being held in St John’s, Newfoundland & Labrador
on June 27-30. The theme of the conference, which is being held
at the St John’s Convention Centre, is “All Within One
Ocean: Cooperation in Sustainable Coastal and Ocean Management”.
If you haven’t already done so, there is still time to register
and reserve your accommodation. For information on the event, please
go to the conference Web-site, which includes the registration form,
hotel information (there is still a good selection of hotels, etc.

This Web-site is regularly updated, so check it out for the latest
information on the program. As noted in the June issue of this newsletter,
the response to the Call for Papers has been tremendous, yielding
proposals from over 20 countries. The program includes keynote presentations
from Peter Harrison and Jon Lien, as well as a panel presentation
by Marc Hershman, of the U.S. Commission on Ocean Policy. There
are sessions dealing with Marine Protected Areas, with the Implementation
of Canada’s Oceans Strategy, with Climate Change Impacts,
with the Integration of Fisheries and Coastal Zone Management, and
many other timely topics. Registration fees have been kept low to
facilitate participation, and the ‘kitchen party’ is
not to be missed!

ANNOUNCEMENT OF THE CZCA 2004 ANNUAL GENERAL MEETING
The 2004 Annual General Meeting of the Coastal Zone Canada Association
will be held during the Coastal Zone Canada 2004 Conference as per
the Association’s Bylaws. The date, time and location are
as follows:
DATE: Monday, June 28, 2004
TIME: 5:30 to 6:30 p.m.
LOCATION: St. John’s Convention Centre,
St. John’s, NF (room # to be announced).
Officers and Directors of the Association are elected at the AGM
for two-year terms in accordance with the bylaws. All members
of the Association who are 18 years of age or older are eligible
to be elected to these positions.
CZCA BOARD MEETING, MAY 17, 2004
The following are among the items addressed at this recent telephone
conference meeting of the CZCA Officers and Directors (other items
appear elsewhere in this newsletter):
- It was agreed to present two proposed amendments
to the Association’s bylaws for consideration at the forthcoming
AGM: (a) change regarding notice of motion; and (b) procedure
for the removal of a member. Details will be included in the AGM
package to be sent to members.
- The unaudited financial statement (for the fiscal
year 2003-2004) considered and adopted at the meeting showed a
balance of $3,744.56.
- In accordance with the Awards Criteria & Procedure,
the 2004 H.B. Nicholls Award ceremony will take place at CZC 2004.
Specifically, it will be held during the Tuesday morning (June
29) Plenary Session.
- In his report for the Great Lakes Region, Patrick
Lawrence noted that a CZCA Web-site for the Great Lakes Network
is close to being ready.
- It was agreed to hold a short Board Meeting at
CZC2004, which would introduce new Directors to the operations,
etc. of the Board. This has been set for Wednesday, June 30 at
12:00 noon, and will be a joint meeting of the old and the new
Board members.

FUTURE COASTAL ZONE CANADA CONFERENCES
The following information is based on reports presented at the
CZCA Directors’ Meeting, May 17, 2004.
- CZCA 2006, ARCTIC – The proposed location of this conference
has been moved from the western Arctic to the eastern Arctic,
specifically to Tuktoyaktuk. The proposed focus of the conference
will be the circumpolar Arctic. It will be a smaller conference
than previous CZC Conferences, with approximately 150-200 attendees.

- CZCA 2008, WEST COAST – The possibility of a joint venture
with The (U.S.) Coastal Society is being explored. The conference
could be held either in Canada or the U.S.
- CZCA 2010 – Possible locations for this conference are
the Maritimes, Quebec, or the Great Lakes region.
IUCN REGIONAL MEETING, OTTAWA, APRIL, 22-23, 2004 - - Report by
Peter Ricketts
On behalf of the Association I attended the IUCN North America
and the Caribbean Regional Meeting that was held at the Museum of
Nature in Ottawa, April 22 to 23, 2004. I used the meeting as a
opportunity to promote CZC 2004. I distributed brochures and posters,
and I made a presentation about the CZCA and the CZC 2004 conference
at the Members Business Session. Most of the meeting was spent addressing
the agenda for the upcoming IUCN World Conservation Congress that
will be held on November 17-25, 2004 in Bangkok, Thailand. Much
of the discussion focused on the proposed programme of activities
(the IUCN Intersessional Programme) that will be discussed and approved
at the Congress. Six Key Result Areas (KRAs) form the core of the
programme: 1. Understanding Biodiversity; 2. Social Equity; 3. Conservation
Incentives and Finance; 4. International Agreements, Processes and
Institutions; 5 Ecosystems and Sustainable Livelihoods; and 6. Programme
Delivery. The three IUCN Strategies for addressing the underlying
causes of biodiversity loss are: 1. Knowledge (generate, manage,
and disseminate); 2. Empowerment (people and institutions); and
3. Governance (global, regional, local). There is a lot of parallel
between the philosophy and approach of the IUCN and the CZCA.
There was a lot of discussion about how the IUCN can involve its
members more effectively. One initiative that could be of interest
to the CZCA is the proposal to establish a "Conservation Leaders
of Tomorrow" programme, to provide internship and mentoring
opportunities for young people in training or development as conservation
professionals. As a member, the CZCA could tie into this programme
(if it is approved at the World Congress) and it is also something
that would be of great interest to the CZC Youth Forum.

SHORT NEWS ITEMS
- Among this year’s Gulf of Maine Council
on the Marine Environment Visionary Award winners is the Atlantic
Coastal Zone Information Steering Committee (ACZISC). The Spring
2004 issue of the Gulf of Maine Times notes that ACZISC won the
award “in part, for keeping us connected to coastal issues
throughout Atlantic Canada, New England and beyond”. Mike
Butler, CZCA Vice-President, Atlantic Region, is the Director
of the ACZISC Secretariat.
- A new information source on science for Canadians,
the “Government of Canada’s Science and Technology
Cluster”, has recently been announced. Developed by a team
in Natural Resources Canada On Line, in partnership with other
federal science departments and agencies, the source http://science.gc.ca
presents science and technology information from across the Government
of Canada and its partners. http://canada.gc.ca.
The Science and Technology Cluster provides one-stop access to
science and technology information. With more topics to be added
soon, the information source http://science.gc.ca
currently offers information http://www.ec.gc.ca/npri/communities
on energy, the environment, health, food and space. It can be

- The Pollution Data Branch of Environment Canada
has recently launched the NPRI (National Pollutant Release Inventory)
Communities Portal. It was created to help the public and related
audiences to better understand, interpret and use information
about pollution in their communities (based on the NPRI), and
to highlight key results and trends. It is now live at: www.ec.gc.ca

- The Australian OneCoast partnership initiative
has recently announced the formal acceptance of the OneCoast partnership
registration by the UN Division for Sustainable
Development. This development gives OneCoast the formal status
as a UN Type II
Partnership Initiative. The database of Type IIs is accessible
through the CSD UN Division for Sustainable Development (DSD)

PUBLICATIONS & NEWSLETTERS

- “ICSU Insight” is the newsletter of
the International Council for Science, an international organization
devoted to “strengthening international science for the
benefit of society”. While not specific to the marine and
coastal fields, it often includes items of interest to persons
working in these areas. For example, in the most recent issue
(#3) there is an announcement about the International Polar Year
(IPY), Web-site: www.ipy.org,
which may be of interest to the Association in connection with
its CZC 2006 Conference that is planned to be held in the Arctic.

- The Gulf of Maine Times is a quarterly newsletter
publihed by the Gulf of Maine Council on the Marine Environment.
